The Armenian Police, in cooperation with Interpol, have detained Turkish national Kevin Oksuz wanted by the American law-enforcement bodies.

The man had established a company in Armenia to start business. On August 23, Kevin Oksuz was declared internationally wanted on charges of submitting false statements to the Ethics Committee of the House of Representatives.

Oksuz was the president of a nonprofit organization of Turkish Americans and Eurasians, which aimed at establishing close relations between Turks and Americans by organizing trips to Turkey and Azerbaijan.

In 2013 he invited several US Congressmen to Azerbaijan and Turkey for a private visit. He submitted false documents to the Ethics Committee, noting that the organization never received financing from any source either directly or indirectly.

A key figure linked to the Fethullahist Terrorist Organization (FETÖ) has been caught in Armenia with a United States arrest warrant for submitting false documents and statements, Turkish officials said.

Kemal Öksüz, who changed his name to Kevin after receiving U.S. citizenship is the brother of another key FETÖ suspect sought by Turkey, Adil Öksüz. The Armenian press has reported that Öksüz was detained in Yerevan on Aug. 29 in a joint operation run by police and Interpol.

Armenpress reported that Armenian police said Öksüz was being sought since the very first day of being declared wanted, and the Armenian police chief personally supervised the operations.

A spokesperson for U.S. Department of Justice said Thursday that ​Öksüz is "currently being held by Armenian authorities pursuant to an arrest warrant issued by the United States."

A former businessman, Öksüz was the chairman of the Texas-based NGO Turquoise Council of Americans and Eurasians (TCAE), a Gülenist regional umbrella organization that controlled several other Gülenist non-profits.

As a common practice to promote their political agenda and business interests, which is mainly exploiting the U.S. charter school system with dozens of schools, Gülenists often organized paid-for trips to Turkey and its surrounding region for U.S. senators, congress members, state officials and local officials, in addition to dinners, award events and panels.

Öksüz and the TCAE came under federal scrutiny by the Congressional Ethics Committee for coordinating a trip in 2013 where dozens of U.S. Members of Congress traveled to Azerbaijan for a conference illegally sponsored by its state oil company, SOCAR. He previously pleaded the Fifth Amendment while politicians involved in the trip were fined by the ethics committee.

The report said that the U.S. declared Öksüz wanted on Aug. 23 on four counts of fraud, including submitting falsified documentation to the ethics committee of the U.S. House of Representatives. Accordingly, Öksüz said that his NGO, which covered the funding for the trip, did not receive funds from any source but the trip was in fact funded by SOCAR.

A Washington Post article from 2015 reported that ten U.S. Congress members and 32 staff members who attended the trip also received valuable gifts worth thousands of dollars. Three former top aides to President Barack Obama appeared as speakers at the event. The funding of the trip raised eyebrows in Washington D.C. as the Post reported that the trip came at a time when SOCAR, which has joint projects with Russian and Iranian companies, was looking for exemptions from U.S. sanctions targeting Iran for the Southern Gas Corridor project involving British Petroleum (BP), Turkish Petroleum (TPAO), Turkish Petroleum Pipeline Corporation (BOTAŞ) and many others.

It is not clear whether SOCAR's trip had an effect on the decision making of U.S. lawmakers and Obama since various U.S. oil giants like ExxonMobil and Chevron, in addition to U.K.'s BP and Norway's Statoil have stakes in Azeri oil and gas fields in the Caspian Sea, alongside Russian and Iranian companies. However, some of these lawmakers sponsored legislation promoting U.S. energy interests in the Caspian.

The case' ties with Armenia's arch enemy Azerbaijan's national oil company and an energy project bypassing Armenian territories might have impelled Armenian officials to promptly respond to the case.

Öksüz was also the owner of a company that served as a major vendor for Harmony Public Schools in Texas, which is the largest Gülenist school network in the U.S., according to the book "Empire of Deceit: An Investigation of the Gülen Charter School Network" published by attorney Robert Amsterdam and his law firm, which represent Turkey in lawsuits in the U.S. His company signed more than $50 million in contracts in a year, making Öksüz a millionaire in the process.

Harmony operates more than 50 schools in Texas and receives more than $250 million in public funding every year. It also serves as a regional oversight entity for all Gülen-linked school networks and organizations in several states included in the shadowy group's Greater Texas region.

Gülenist schools are being accused of exploiting and defrauding the charter school system by emigrating a large number of their sympathizers to the U.S. with H1-B visas and using affiliated vendors to funnel millions of U.S. public money into their own organization.

Öksüz and the TCAE are also known for hefty donations mainly aimed at the Democratic Party and its candidates on federal and state level. Turkish media reports after U.S. presidential elections in Nov. 2016 cited that Gülenists donated more than $2 million in Democratic candidate Hillary Clinton's campaign.

It seems after Bilali's short stint as the replacement for Kemal Oksus as head of Turoquise Council based in Texas was short lived, less than 18 months.  As Kemal Oksuz vanished from the USA The political landscape in Washington DC changed for the Gulenists.  No longer are they invited into the white house or sponsor the Ramadan dinner.  Most politicians stay clear of the Gulen Movement lobbying after the US House Ethics Committee multiple investigations.

Today Bilal Eksili heads up a new Gulen think-tank lobbying group called Washington Strategy.  Instead of a loud Turkish flair its more about trying to gain access into the Republican inner circles.  But instead Bilali has to dish out huge money to attend functions.  His Gulen "Think Tank" combines other non Turkish people and is about studying human rights abuses.  Of course, Erdogan is high on his list as being the person who dismantled the Gulen Movement of power, stripped Gulenists of key positions in: education, judicary system, media, police, banking, TUSKON business and finally incing into high ranks of the Turkish Military.

Kemal Oksuz Gulenist leader of Assembly of Friends of Azerbaijan not mentioned in latest lavish "gifts" to lawmakers

A simple search would have revealed to 'THE HILL the connection of AFAZ (Assembly of Friends of Azerbaijan) with Kemal Oksuz and the Gulen Movement.  Why did "The Hill" leave out the names "Gulen" and "Kemal Oksuz"

Lawmakers who took a trip secretly funded by the government of Azerbaijan turned over jade earrings, tea sets, silk scarves, woven rugs and other gifts to the government after a watchdog report called the trip improper.

The list of gifts returned to the General Services Administration (GSA), which was obtained by The Hill through a Freedom of Information Act request, fills in more details about the trip to a 2013 conference in the Azerbaijan capital of Baku.

In all, nine current member of Congress and 32 staff members attended the conference, each receiving thousands of dollars’ worth of gifts, according to the Office of Congressional Ethics (OCE). Some of the lawmakers also went to Turkey after the conference in Baku and received additional gifts on that stop.

The OCE report on the trip was submitted to the House Ethics Committee on May 8, 2015, but was leaked to The Washington Post, which revealed the details of the report days later. 

The watchdog said Texas-based nonprofits filed false statements saying they were paying for the trip, when, in reality, the State Oil Company of the Azerbaijan Republic, known as Socar, helped fund the conference and trips by funneling $750,000 to the nonprofit corporations.

Socar has denied all wrongdoing and said the nonprofit involved in helping lawmakers make arrangements, the Assembly of the Friends of Azerbaijan, failed to follow disclosure rules.

Both the OCE and House Ethics Committee found lawmakers and aides had no way of knowing the trip was being funded improperly.

Roughly a week before the House Ethics Committee released its report detailing its findings in July 2015, members of Congress who had taken the trip began returning the gifts they had received.

Reps. Yvette Clarke (D-N.Y.), Jim Bridenstine (R-Okla.), Michelle Lujan Grisham (D-N.M.) and Rubén Hinojosa (D-Texas) all turned over gifts to the House clerk, who then handed them over to the GSA in October 2015, according to records obtained by The Hill.

Other gifts from the Azerbaijan trip that were returned include paperweights, pens, leather diaries, a DVD box set about the president of Azerbaijan and two rugs, one large and one small. Multiple lawmakers reported that the small rug appeared in their hotel rooms during the conference. 

In most cases, when a House member accepts a gift not allowed by ethics rules, they must either pay “fair market value” for it or return it to the person or entity that gave it to them. A member can also give gifts to the House clerk, who then transfers it to the GSA for disposal or sale.

Ethics rules for members of Congress say members may, in some cases, accept gifts valued at less than $50. Gifts from foreign governments and international organizations are allowed if they are valued at less than $350. 

Several members told the OCE that they believed the gifts had fallen below those reporting thresholds. 

The GSA spreadsheet of the gifts provided to The Hill lists Oct. 13 and Oct. 20 as the dates the gifts were received by the agency, though the House clerk apparently received them from members’ offices months earlier. 

Lujan Grisham, whose fiancé had  gone on the trip to Azerbaijan and Turkey with her, told the OCE during the investigations that many of the gifts she received were kept in her office. The earrings, a crystal tea set and a large rug were at her home in Washington, the report said, and another tea set was kept at her home in New Mexico.

The congresswoman ultimately surrendered 34 items to the House clerk, by far the most of any member, GSA records show. While her office said the gifts were given to the clerk on July 23, 2015, they did not arrive at the GSA until Oct. 13 and Oct. 20.

Those items included three briefcases, two decorative plates, paperweights, multiple sets of teacups, a DVD box set about the president of Azerbaijan, earrings, a map of Azerbaijan, a scarf, leather notebooks and two bottles of cologne.

According to the OCE report, Bridenstine had the two rugs he was given appraised and was told they had a value of $3,500 and $2,500. His chief of staff then found the source of the rugs and returned them to the donor in 2013.

Bridenstine gave his six-cup tea set to the House clerk for disposal on July 17 last year, his office told The Hill. The OCE report says he looked up the cups online, finding them to be worth $84.99. The GSA did not receive them from the House Clerk until Oct. 13, records show. 

The GSA received a large rug from Hinojosa and, from Clarke, a small rug and a purple silk scarf.

Two additional members — Reps. Gregory Meeks (D-N.Y.) and Danny Davis (D-Ill.) — donated rugs they had received on the trip to a charity and a local school in his district, respectively, their offices told The Hill. The House Ethics Committee approved the donations because of the  entities’ tax statuses. Davis also gave a leather briefcase from the trip to a volunteer in his office.

Reps. Ted Poe (R-Texas), Leonard Lance (R-N.J.) and Sheila Jackson Lee (D-Fla.) also went on the trip but did not talk to the OCE during the investigation, so it is not known what gifts they received. Lance’s office told The Hill that the congressman did not take any gifts.
